This report by Foreign Policy Magazine is excellent – albeit a little late…if the correspondents from FP had attended the Zhuhai Airshow last October (2012) in Guangzhou, People’s Republic of China (中華人民共和國) they would know that the US military intellectual property horse has left the barn…already…the People’s Republic of China State Owned Enterprises (SOE) military aircraft manufacturers were showcasing attack helicopters which looked very much like the Apache attack helo made by Boeing; or the various and sundry drones with Chinese PLA (中國人民解放軍)
markings on them…if you want more details about the extent of the Chinese military intellectual property theft that has already taken place contact me here @ State of Security…

PS – US Defense contractors who have already lost intellectual property to Chinese SOEs will soon learn that the Chinese military (中國人民解放軍) is selling advanced US military technology to countries and miscreant nation states that cannot be accessed by US defense contractors due to sensitive military export restrictions…

Full Text: The Diversified Employment of China’s Armed Forces—The Information Office of the State Council, China’s cabinet, on Tuesday published a white paper on China’s armed forces.
The People’s Republic of China’s military, the People’s Liberation Army (PLA ~ 中國人民解放軍) announced in April of this year (2013) that indeed has given its military intent to ensure that the informization of all Chinese military forces is a necessary condition for protecting its international sovereignty…
"Aiming to win local wars under the conditions of informationization and expanding and intensifying military preparedness. China’s armed forces firmly base their military preparedness on winning local wars under the conditions of informationization, make overall and coordinated plans to promote military preparedness in all strategic directions, intensify the joint employment of different services and arms, and enhance warfighting capabilities based on information systems."…

If the world did not think there was a binary cold war beginning between the United States and the People’s Republic of China…there should be absolutely no doubts in anyone’s military mind now…

China and US governments continue to exchange accusations about the continuing incursions into the respective national networks.
Pierluigi Paganini has written an excellent post on the latest US Military report regarding the cyber dilemma between the United States and the People’s Republic of China…the curiously wonderful noteworthy aspect of his post…he’s an information security expert…from Italy.
I always admire Pierluigi’s posts and this latest one regarding China and the United States is simply outstanding.
He has equated the cyber hyperbole between the Middle Kingdom and the United States of America to the newest version of a ‘cold war’…

And so the cyber cold war begins and escalates…how long before the People’s Republic of China mandates the Ministry of Public Security (MPS) remove all Western Information Security Technology from the Golden Shield Project (aka The Great Firewall of China)…? Is that a sucking sound I’m hearing from the Bay Area as China cancels its annual Cisco Smartnet Contract and replaces ALL Cisco gear with Huawei…uh oh …

Chief of Naval Operations (CNO) Admiral Jonathan Greenert told the House Appropriations Defense Subcommittee yesterday that the Asia Pivot Policy is working and China’s Military is NOT a threat…Admiral Greenert must not have got the memo from his Aide-de-Camp regarding the Office of the Secretary of Defense (OSD) report on the People’s Republic of China’s Military and Security Developments…that came out YESTERDAY…
Admiral – couldn’t agree with you more, now that the Marines have left Okinawa, China is claiming Okinawa is Chinese soverign territory…really?!
I wonder if the Chief of Naval Operation actually reads or prepares for his House briefings…perhaps those new cost effective LCS with Chinese made parts are more of a concern…perhaps it is fitting that you say “Send in the Marines!”

Computer espionage is growing ever more dangerous, and Washington directly blames Beijing of mounting attacks.
"Despite denials from Beijing, there seems little doubt that China’s computer hackers are engaged in an aggressive and increasingly threatening campaign of cyber espionage directed at a range of government and private systems in the United States, including the power grid and telecommunications networks." … The use of the term ‘war’ and ‘cyber’ is offensive…granted my book "21st Century Chinese Cyber Warfare" uses these terms as if the intent was to satisfy a publisher’s wet dream…the reality is that collectively, we, the People’s Republic of China and the rest of the world are not yet engaged in a binary war…conflict yes, but war – NO! When will we know if it is WAR?…when ICS and SCADA systems are irreparably damaged necessitating US Federal Troops to be deployed on US soil to maintain law and order, when you cannot go and purchase gasoline for your car or SUV, when you can no longer enjoy the freedoms you have become accustomed to..$ 7.00 latte’s…$5.00/gallon petrol…
NO we are not at war yet…in the cyber domain…the 5th dimension is militarized, that’s true…yet protection of national critical infrastructure is still the responsibility of commercial enterprises…when business & company’s throw in the infosec towel and say ‘enough’ & ‘let the military handle protecting our networks’, then you will know it is cyberwar….until that condition is met information assurance and security of your organizational secrets is still your responsibility…
